VINCI Facilities in Germany wins its 18th PPP contract

VINCI Facilities Solutions GmbH has been awarded the contract for the renovation, extension and expansion of the citizens´Forum of Niederberg as a PPP contract as well as the long-term operation until 2048.

It is an ambitious project of a special kind. Not only because the Niederberg Citizens’ Forum is an important cultural venue in the heart of the city of Velbert, which is under architectural copyright protection and therefore places high demands on planning and construction. It is also the first PPP project in North-Rhine-Westphalia to be realized with state subsidies for urban development.

The renovation and extension of the building complex is expected to cost 44 million euros. The city of Velbert is investing around 15 million euros of this amount, the remaining share will be covered by the corresponding federal and state funding.

Construction work will begin in autumn 2020, with completion and opening scheduled for the first quarter of 2023. A total of around 32 million euros has been budgeted for the subsequent operation of the property over a contractually defined period of 25 years for VINCI Facilities – including janitorial services, maintenance, servicing, cleaning services, reinvestment, energy supply and energy management, maintenance of the outdoor facilities, winter services.

Bernard Jean, Director of VINCI Facilities Solutions GmbH (VFS), is delighted with this 18th PPP project. “I am looking forward to the next 28 years of cooperation for VFS”, and he assured also that “we will do everything in our power to turn this into another successful project for both parties”.

The structural substance of the Niederberg Citizens’ Forum will be completely preserved. With the forthcoming conversion and the various modernisation measures, the Citizens´ Forum will be adapted in all relevant areas to the current and future requirements of a modern, multifunctional building with eight different possible uses. The conceptual result is an attractive dialogue between tradition and modernity.
