The university of Strasbourg awards a contract to VINCI Facilities

The University of Strasbourg (UDS) has selected VINCI Facilities Alsace (France), in partnership with VINCI Energies France business units Cegelec Strasbourg, specialising in power supply and ELV systems, and Vonthron, specialising in HVAC, to operate and maintain works package 3 on its campus for a period of three years.

A word about VINCI Facilities Alsace

 

Business unit manager Ivan Dworniczek joined VINCI Facilities Alsace just over one year ago. His goal was to expand the business unit, which then focused primarily on maintenance by field technicians, into a broader range of activities. In a long-term commitment to the FM wheel vision, he opted to consolidate his business unit’s activities in the “energy” and “technical assets” segments.

Based in Hoenheim, north of Strasbourg, the business unit employs 50 people and generated revenue of 6.5m in 2019.

 

Could you give us some background to this call for tender?

 

The University of Strasbourg (UDS) is a longstanding major customer in the Alsatian market. We are familiar with it because we were responsible for HVAC (cooling) maintenance at all UDS properties and for HVAC (heating) for current works package 3.

 

The call for tender issued in April 2019 was an opportunity not to be missed. It was the first time a university had called for an operation on this scale. UDS, which was used to awarding contracts to business units focusing on a single technology, decided to opt instead for multi-technical maintenance and divided its contracts into six geographical zones.

 

Of the six works packages, we succeeded in winning Zone No. 3 the Illkirch Graffenstaden campus, comprising 14 buildings with a combined area of about 100,000 sq. metres.

 

The contract includes HVAC facilities, ELV systems (access control and fire protection), roof, plumbing, lift, automated door, and air compressor maintenance, and woodwork and glazing upkeep.

 

How did your get your bid to stand out?

 

Several factors enabled us to win the contract.

The first is that we set up a new organisation at the beginning of the year that is much more efficient with respect to maintenance issues and on-site energy management. The goal was to demonstrate our technical skills to the customer before the call for tender was issued. A new project manager, Sullivan Chatendeau, and a new contract manager, David Hue, were appointed to handle the contract. To cover energy, we called on two experts from the Pôle Centre Sud-Est, Cyril Ballivet and Olivier Reboul, who helped us manage the installations. This collaboration, based on trust, proved to be decisive when the decision was taken.

 

The second success factor was that we built a comprehensive VINCI Energies bid that brought two local works business units into the project: Cegelec Strasbourg and Vonthron. Working on the project with these two partners, whose expertise is well-known in the region, helped us boost our “firepower” and stand out from the competition.

 

What are the next steps?

 

Work got under way in August 2019, but the maintenance contract will enter into force in 2020. Our goal is to comply with the specification by concentrating on the four contract management indicators:

 

♦ Energy performance

♦ Customer satisfaction rate

♦ Equipment availability (calculated via the customer’s supervision tool)

♦ Performance of the preventive maintenance task list

 

Since this is a contract to be renewed annually, it is up to prove to the customer that we are best and gain an additional works package next year!

 

Annual flat rate: 450,000 for maintenance and €450,000 for works.
