FRANCE: new administrative centres in Toulouse and Lille

The French government is launching a national programme to renovate and/or build several administrative centres, as part of a model project to improve the energy performance of its assets.

 

In Toulouse, Bourdarios (VINCI Construction France) selected the partnership formed by Tunzini Toulouse and Cegelec to complete the electrical engineering and HVAC batches for the Rose City’s new administrative centre. This new project is part of a public-, employee- and environment-focused approach with exemplary environmental and energy targets (use of low-carbon concrete, numerous green spaces with measures in place to also protect fauna, use of biosourced material, efficient heating and cooling systems, installation of solar panels, etc.). Located at the heart of the new Guillaumet district, a stone’s throw from the historic centre of Toulouse, the future administrative centre will occupy 30,000 sq. metres, including the fully restored Lemaresquier building and a number of new buildings.

Works timetable: January 2023 to June 2024 

Contract value: €15 million 

 

In the North, Cegelec Nord Grands Projets is involved in this global performance contract, having secured the power supply and extra-low voltage batches for Lille’s new administrative centre. C2C Réseaux will handle the installation of a POL (fibre-to-the-desk) system. Santerne Fluides was contracted in turn for the HVAC, plumbing and BAS batches, where several labels and certifications are anticipated: Effinature, E3C1 and OsmoZ. Lille’s administrative centre will be Passivhaus certified and accommodate 19 government services.

Works timetable: April 2022 to December 2023 

Total value: €19.2 million
