Cegelec Guyane won the extension project of the Regional Administrative City of Cayenne

Cegelec Guyane HVAC and Cegelec Guyane Electricity business units have won a contract for the extension of French Guiana’s Regional Administrative Centre. The project comprises 3 buildings of 10,000 m2 and a security checkpoint, to be built by VINCI Construction France. HVAC and electrical works are scheduled to begin in the summer of 2020 and are expected to last one year.

Success factors:

♦  An attractive energy-efficiency bid

The client had high expectations in terms of energy savings, and placed particular value on the type of equipment used by its service providers.

The bid submitted by Cegelec Guyane HVAC and Electricity promised to deliver energy savings of 30% across all buildings. To achieve this, the project incorporated lighting that adapts to outdoor brightness conditions, a high-performance HVAC system, and a BMS to automatically manage all the systems.

♦  100% VINCI synergy

The element that most appealed to the client was the 100% VINCI consortium (VCF in charge of building construction and VINCI Energies in charge of works), which they felt would guarantee seamless project management. In addition, having one joint offer for the two largest packages – HVAC and electricity – and a single point of contact will necessarily facilitate interaction with the client.

Next steps:

The project is currently in the design phase, and work is expected to start in August 2020. Due to the frequent weather hazards that affect the region, the main challenge will be to meet the client’s strict delivery deadline for June 2021.

Concurrently, VINCI Facilities Guyane is hoping to win a contract for multi-technology maintenance of the site; its offer is under review by the client.
